Foreign Qualification Recognition (FQR) Program

The Foreign Qualification Recognition (FQR) Program applies to applicants who hold an international social work degree that is not recognized by the NBASW and who were not granted equivalency to a Canadian Bachelor or Masters of Social Work by the CASW.

ELIGIBILITY

FQR applicants must have gone through the CASW assessment of international credentials and been deemed non-equivalent for one or both of the following reasons:

FQR APPLICATION

Apply for social work registration through the Foreign Qualification Recognition Program by submitting the following documents:

  • Social Work Membership Application Form
  • Request that CASW submit your assessment of international credentials results to the NBASW
  • Application Fee (Please note that the Application Fee does not need to be paid again if it was previously paid, unless otherwise directed)

The $105.00 non-refundable application fee can be paid by:

  • credit or debit HERE (Indicate Association number 7, Registration number 12345)

Please note that all those eligible for the Foreign Qualification Recognition Program to become a social worker are also eligible to apply to register as a social work technician. Please review the Scope of Practice for more information.

FQR Program applications will only be processed once the Application Fee, Application Form, and CASW assessment results are received. 

NOTICE OF DECISION

Once the above FQR application documents have been received, the application will be reviewed for FQR Program eligibility. The NBASW aims to review applications weekly. A notice of the decision will be sent to the applicant by email which may outline the unique conditions of approval or actions required.

FQR PROGRAM PROCESS - AFTER NBASW APPROVAL

Notice of Approval must be received from the NBASW before continuing to the following steps. The following is for information only.

Step 1: Pay FQR Program Fee 

The non-refundable FQR Program Fee must be paid as the first step in the process. The $500.00 fee can be paid by:

  • credit or debit HERE (Indicate Association number 7, Registration number 12345)

Step 2 (If Applicable): Complete Missing Courses 

Step 2 is required for FQR candidates who did not receive equivalency due to missing course credits. FQR candidates who have completed all required course credits may proceed to Step 3.

FQR Applicants who are missing course credits can select courses to fill their identified educational gap(s). Once identified, FQR applicants must submit the following form to the NBASW for approval before starting the course(s):

FQR candidates can receive support from the NBASW to find eligible courses. The NBASW currently has an agreement with the University of Maine at Presque Isle:

After successfully completing their required courses, FQR candidates are eligible to proceed to the next stage of the program.

Step 3 (Optional): Previous Work Experience Evaluation

Step 2 must be completed before beginning Step 3 of the process.

Step 3 is optional for FQR candidates who did not receive equivalency due to missing field work hours.  FQR candidates who do not want their work experience assessed may proceed to Step 4.

FQR candidates who have worked within the social work scope of practice during the last five years are eligible to:

Professional experience as a social work technician or equivalent may also be considered.

Step 4 (If Applicable): Complete Supervised Learning Period

All course credit requirements (Step 2) must be completed before beginning this step of the process.

Step 4 is required for FQR Applicants who have not succeeded in obtaining equivalency because of missing field work hours.

FQR candidates who have completed all their course credits and who are just missing field work hours are eligible to:

  • Receive conditional social work registration to complete a supervised learning period.

After submitting all the remaining documents for the social work member application, the candidate and the supervisor (approved by the Registrar) must complete and submit the two following documents for approval, before the supervised learning period begins and the conditional social work registration is granted. 

At the end of the supervised learning period, the supervisor must submit the following document directly to the NBASW:
